A useful quote identifies the physical tool, supported process and machine, drawing revision, cavities or stations, sample stage, and related charges. It also states ownership, storage, retention, maintenance, transfer, and replacement terms.

Before comparing prices, ask the supplier to separate:

  • engineering, drawing, or design-for-manufacture work;
  • prototype or temporary tooling;
  • production tooling for the ice pack itself;

For many flexible pouches, high-frequency or radio-frequency welding is one possible joining process. 2. Identify the decisions that drive tooling cost

Custom ice pack tooling cost generally changes when the work required to design, machine, assemble, validate, or maintain the tool changes. Common cost drivers include:

  • Size and seal length: larger contours can require more material, machining, capacity, and handling.
  • Geometry: tight curves, cutouts, valves, and segmented chambers can add complexity.
  • Tool count: sizes, left/right versions, logos, cover patterns, and packaging SKUs may need separate items.
  • Material and construction: temporary and durable production tools have different expectations.
  • Cavities or stations: a one-piece tool is not equivalent to a multi-position arrangement.
  • Tolerances and finish: registration, cosmetic, or matched-component requirements may add controlled work.
  • Machine fit: mounting, alignment, trials, settings, and first-piece approval may be separate.
  • Revision risk: late changes can trigger modification or replacement.

Quantity matters indirectly. A higher volume may justify a more durable or productive tool, but it does not make a complex tool physically simpler. Ask for the proposed route at the first-order quantity and at the realistic annual forecast rather than assuming one tool fits every growth scenario.

3. Freeze a controlled drawing before the production-tool release

Do not release a production tool from a reference photo or email description. Use a controlled drawing showing dimensions, seal layout, chamber geometry, fill or valve area, critical clearances, print zone, material, and revision.

Record who approves the drawing and what that approval authorizes. “Artwork approved” should not be interpreted as “all product geometry approved.” Keep product drawings, print files, packaging dielines, and sample approvals as separate controlled records where they govern different characteristics.

4. Separate the tool charge from development and sampling

A tool is not the same as a finished sample. The quotation may also include engineering review, CAD preparation, temporary fixtures, machine trials, film and gel, printing, sample assembly, inspection, revision rounds, and courier freight.

Ask which stage the quoted tool supports:

  1. Appearance model: reviews size or presentation, but may not use the production process.
  2. Engineering prototype: explores fit or construction; some details may be temporary.
  3. Production-intent sample: represents defined materials, tool geometry, process, printing, and packaging.
  4. Pilot run: confirms the released specification and controls before the full order.

Ask what the sample can and cannot prove. A low-cost hand-built sample may be appropriate early, but it should not silently become the acceptance reference for a different mass-production process. 5. Clarify ownership, possession, and permitted use

Paying a tooling invoice does not answer every ownership question. Put the agreement in writing and obtain qualified legal review when intellectual-property or continuity risk is material.

At minimum, clarify:

  • who owns each named tool after payment;
  • whether it is restricted to the buyer’s orders;
  • the factory, line, or approved sites where it may be used;
  • whether return or transfer is allowed and under what conditions;
  • who owns CAD files, dielines, settings, and records;
  • what happens after inactivity or program termination.

A transfer right has limited value if another factory cannot use the tool. Ask about machine compatibility, supporting files, transport cost, and requalification.

6. Compare cost over the expected program—not one invoice

Keep one-time tooling separate from the recurring unit price. For an internal scenario, buyers can calculate:

Tooling allocation per unit = confirmed tooling charge ÷ planned units made with that approved tool

Use a conservative, decision-relevant volume such as the first order or an evidence-based forecast. Do not spread cost across an optimistic lifetime volume unless the tool’s usable conditions, retention period, and program demand support that assumption.

Under 19 CFR 152.103, the apportioned value of certain buyer-supplied tools, dies, molds, and similar production items may be added to the price actually paid or payable when it is not already included. 7. Define how design changes affect the tool

Changes after tool release are rarely equal. Moving a logo may affect only a print screen or application fixture. “Tooling included for life” is too vague. Condition depends on design, material, process, use, handling, storage, and maintenance. Request practical terms instead of an unsupported life promise.

  • How long will it be retained after the last order?
  • What storage conditions and routine maintenance are provided?
  • Is normal repair included, limited, or separately quoted?
  • What confirms tool capability before a repeat order?
  • Who pays if damage results from production, storage, transport, an approved design change, or misuse?
  • When is replacement mandatory, and who approves the replacement charge?

For higher-risk programs, request a tool register, condition record, first-piece comparison, and approval before a revised or replacement tool enters production.

9. Add regulatory and quality-system review when applicable

Not every reusable cold pack is regulated in the same way. For U.S. projects, the FDA says device determination begins with intended use and indications for use. Buyers should assess the finished product, claims, and market pathway rather than assuming that the words “ice pack” or “medical” settle classification.

If the finished product is subject to U.S. medical-device requirements, tooling and tooling changes should fit the applicable quality and design controls. The FDA’s Quality Management System Regulation became effective February 2, 2026, incorporates ISO 13485:2016 by reference, and applies to finished-device manufacturers within its scope. The responsible manufacturer should determine the required records, risk controls, validation, and re-approval for the specific device and change.
