Custom programs often include charges that do not repeat on every order. Examples can include molds, dies, cutting tools, print plates, screens, fixtures, color matching, artwork preparation, and sample setup. Other items—such as film, gel, covers, labels, boxes, inspection, and packing—normally recur with production.
Ask suppliers to place each charge in one of four groups:
- one-time development or tooling;
- recurring setup per production run;
- unit cost at the stated quantity;
- optional or conditional charges.
Also clarify tooling ownership, storage, maintenance, expected usable life, and the conditions that trigger replacement. A lower initial tooling charge is not necessarily better if the tool is temporary, restricted to one site, or must be remade for a repeat order.

3. Compare the sample route and approval evidence
A quoted sample may be a visual mockup, a hand-built prototype, or a production-intent unit. Those sample types do not prove the same things. Ask which production materials, tooling, printing method, fill, sealing process, cover construction, and packaging will match mass production.
Record the number of included samples, revision rounds, sample freight, and whether any sample charge is credited after a production order. Most importantly, define what approval releases production. A signed drawing, approved artwork, color standard, physical sample, and test record may all control different characteristics.

4. Recalculate prices at the real quantity and SKU mix
Quotes should be compared at the same quantity per SKU—not only at the same total order quantity. A purchase order split across sizes, colors, logos, languages, covers, or packaging versions may require separate setups and minimums.
Ask for price breaks that match realistic demand scenarios, then calculate total cash commitment and inventory exposure. A lower unit price at a much higher minimum can create more obsolete inventory, storage cost, and artwork-change risk than a smaller initial order.

5. Make quality and testing visible in the quote
“Standard QC included” is not a complete quality plan. Request the inspections, test conditions, sample sizes, acceptance criteria, records, and release responsibilities that are included in the price.
Depending on the product and intended market, the plan may address:
- incoming material identification and visual checks;
- dimensions, fill weight, seal appearance, and print position;
- first-piece and in-process controls;
- leak, seal, burst, drop, temperature, or durability tests where specified;
- cover fit, stitching, closures, and label verification;
- final sampling, nonconformance handling, and release records.

6. Include printing, packaging, and pack-out details
The quotation should show whether the price includes direct product printing, a fabric cover, barcode label, instruction sheet, polybag, retail box, master carton, carton labels, pallet, and any destination-specific markings. A box that looks similar in a rendering may use a different board, finish, insert, or pack count.

7. Compare lead time by milestone, not one total
A quotation may state “30 days,” but the start event can differ. It may mean after deposit, final artwork, approved sample, material arrival, confirmed production slot, or completion of all conditions.

Price labels such as EXW, FOB, CIF, or DDP are incomplete without the applicable Incoterms version and a precise named place or port. They do not define product quality, payment terms, title transfer, or every contract obligation.

10. Review payment terms, warranty, and change control
Compare deposit, balance timing, currency, bank charges, sample payment, and the evidence required before final payment. Record the quotation validity period and how material, exchange-rate, freight, or design changes are handled.
Clarify responsibility for nonconforming goods, inspection timing, claim evidence, replacement or credit process, and any agreed warranty. These terms should be documented in the purchase agreement; a buyer should obtain legal or trade advice where the commercial risk justifies it.
